"Azerbaijan has made revisions in the state budget expenditures for 2017. Accordingly, spending on defense forces will amount to AZN 1.269 billion or some $745 million.
Also, around $65.5 million will be allocated to the national security service, 1.5 million to research in the sphere of security, and some $738 million will be allotted to other expenditures, Haqqin.az reports."
So those "other expenditures" doesn't count?
The "other expenditures" is a part of the overall defence spending and as I said, will be directed to arms procurement.
Azerbaijan's defence spending has consisted of these two since 2011, with the expection of 2016 in which the second part was removed (financial difficulties). But this budgetary section has returned for 2017 as we can see.
Thus, the procurement activities will resume for the next years.
