In December, the State Bureau of Investigation opened a criminal case regarding the circumstances of the formation of the 155th mechanized brigade "Anna Kyivska", which entered the battle near Pokrovsk. The case is under the control of the Supreme Commander-in-Chief V. Zelensky, Minister of Defense R. Umerov and the commander-in-chief of the Armed Forces of Ukraine O. Syrsky. One of the leaders responsible for the formation of the brigade died of a heart attack, and the brigade commander was released immediately after the brigade entered the battle. Before the brigade fired the first shot, it was left by 1,700 soldiers. The investigators of the SBI were tasked with finding the guilty, and I conducted an investigation, obtained a significant amount of evidence and materials to show the public, which leads to the formation of new brigades from scratch of the 140s, 150s and even 160s without the presence of command personnel, technicians, weapons, drones. This is indeed a crime, but the crime is not of soldiers and officers - but the crime of the leaders of the Supreme Commander-in-Chief, the Ministry of Defense and the General Staff, who continue to waste their lives and state funds on new projects, instead of strengthening experienced and combat-capable brigades. And they are trying to relieve themselves of responsibility, shifting it by the hands of the SBI to the officers put in a hopeless situation, who have to be responsible for the political project poorly organized by the top management.
1. Criminal case
The reason for the initiation of the SBI case was the events in France, where the 155th Brigade "Anna Kyivska" was sent for training. The project has the highest political priority, since Supreme Commander-in-Chief V. Zelenskyy has come up with a plan for our NATO allies to form 14 new brigades for which Ukraine should find people and partners - weapons. According to the calculations of the Ministry of Defense and the GS, the cost of the project of one such new brigade was determined to be about 900 million euros, it was not supposed to be living money, 80% of the cost was to be heavy weapons in the form of tanks, armored vehicles and artillery, which the allies were to supply from their stocks of weapons or produce new ones. The first such project of the new complete brigade was the 155th ombr, and President Macron himself announced the brigade: [Link mogu videti samo ulogovani korisnici] France has fully fulfilled all the obligations to arm and train the brigade demanded by Ukrainians. But during the preparation phase, more than 50 servicemen escaped from the new brigade in France. This raised questions from the French leadership about the seriousness of the attitude of Ukrainians to the implementation of such a costly project. This approach seriously discredits Zelensky's entire plan, and therefore a scandal began, the topic was raised at the Stavka, and the SBI opened a criminal case. The main question that the SBI sent to the ground forces command on December 10 was whether the orders of the General Command of the Armed Forces of Ukraine and the KSV contained any reservations about mobilized servicemen who could not be recommended as candidates for training in France? The SBI wants to answer one main question for Zelensky - who should answer for the escape of soldiers in France? But the investigation does not see that in fact the events in France could not fail to take place, because this chaos was determined in advance.
2. Stage One: People
The 155th Brigade began to form in March 2024. An experienced commander, Dmytro Ryumshin, was appointed its commander, which looked encouraging. The Operational Command "West", the commander General Shvedyuk, the chief of staff Colonel Seletskyi, and the commander of the ground forces - General Pavlyuk were responsible for the formation and staffing of the brigade.
But from the very beginning it turned out that OK "West" has no command personnel, no soldiers, no weapons, no resources to create a new unit. The formation of the 155th Brigade from the first days was a continuous organizational chaos in literally all components, and the service required great effort for those who tried to serve honestly, and to great losses due to the unauthorized abandonment of the unit from the very beginning of the formation.

The 155th Brigade left for training in France in October, at that time the brigade already had 935 SZK! That is, the command of OK "West" and the command of the ground forces, those who sent the brigade, could not help but understand all the scandalous consequences, they could not help but understand that the SZCH would also be in France.
In fact, the recruitment of the brigade began in June, but they did not have time to undergo full training, because in July and August, more than 2,550 servicemen were taken from the 155th Brigade to replenish other units! That is, they took away from the brigade almost all the fully suitable ones, whom the brigadier and combatants had just placed in positions, in fact, they zeroed all the previous four months of work, in March-June, that is, this composition of the brigade was organized in August according to a new one, and then... they issued an order to prepare for everyone who remained for a trip to France at the end of September.
As a result, 1924 servicemen were sent to France as part of the 155th Brigade, of which only 51 had military experience of more than a year, 459 servicemen had up to a year's experience, and most, 1414, were only enrolled in service and served for less than 2 months, including about 150 people who had just been recruited without any selection were sent to France even without passing the BSVP. It was among them in France that there was the largest number of fugitives, in total in France about 50 military brigades escaped.
That is, the command of the ground forces and OK "West" sent to France not an organized and controlled military unit, which can learn a lot, but a crowd of people in military uniform, about 30% of the staff, who were supposed to organize and get to know each other and with the commanders during the trip!
While the entire brigade command was in training in France, thousands of new people were enrolled without the presence of brigade and battalion commanders, as a result, in October and November, more than 700 people fled from the brigade on the territory of Ukraine immediately after enrollment. Those who went to the SZCH never saw their commanders.
You are no less, most of the servicemen sent to France did not escape, but prepared. More than 4,000 people recruited without selection from the TCC, who came to replenish the brigade in September-November, who, in the absence of the brigade command and the deployment point, lived on the territory of the training center of the OK "West" and somehow prepared by those instructors sent there by the OK, did not escape.
On November 15, the brigade's rank and file began to be returned to Ukraine, and the brigade headquarters remained according to the training plan for the completion of staff classes, for which French instructors gave the highest points. The brigade headquarters arrived in Ukraine on November 30, but Brigadier Ryumishn did not have time to get acquainted with his new 4 thousand subordinates who were waiting at the training center and to conduct additional training with those who returned and did not have time to get all the necessary knowledge. In the absence of the brigade headquarters and combatants, the command of OK "West" and the KSV began to transfer untrained and uncoordinated people to the Pokrovsk area.
Immediately after the arrival of Brigadier Ryumshin from France to Pokrovsk, during the deployment of the brigade, on December 4, a commission of the KSV visited there, which quickly wrote a conclusion that the brigade commander was to blame for the flight of 50 servicemen of the brigade in France, who allegedly did not take the time to communicate with the personnel, and therefore the moral and psychological condition of the people was supposedly low. In a few days, Brigadier Ryumshin, who had just managed to create some minimal controllability in this chaos and tried to save the situation, was removed from office, several staff officers were also removed, one of the combatants, and new commanders were appointed, who had no understanding of the state of affairs in the brigade at all, and did not know anyone in it at all. As a result, the chaos in the management only intensified, the controllability became even worse, and in the first week of December, even before entering the battle in the brigade, another 198 SZCh occurred, and the performance of combat missions was extremely difficult, which led to significant losses of people due to poor controllability and training.
3. Organization and preparation
"People were given only to catch up with the percentage of staffing, purely formally, people were taken away who were first prepared, then new ones were caught up, but they were not allowed to train in specific positions, they were not given time to organize training in accordance with the specialty," one of the officers of the brigade said in the comment.
95% of the brigade commanders did not fight, and they themselves demanded long training and selection before trusting them with the command. 100% of the brigade's technical specialists had to be trained from scratch, on drones, for equipment, for control, and they were not given time to make such specialists out of them.
The second problem was the constant change of states, which did not allow people to be consolidated and trained in positions at all.
In 9 months, 7 states actually changed in the 155th Brigade:
- Staff of the infantry brigade of 6 rifle battalions from March 2024;
- The staff of the infantry brigade from August 2024, after most of the personnel was taken from the brigade to replenish other units;
- The staff of the mechanized brigade of 3 mechanized and 3rd rifle battalions, the BPAK battalion, the tank battalion, the division of the Caesar self-propelled gun, the REB company from August;
- The staff of the brigade that went to study in France - everyone who was available at that time was transferred to other positions due to a shortage of people, so, specialists of the REB and BPAK companies were sent to positions in the infantry to close the shortage, and did not study in specialties from September;
- The staff of the brigade after returning to France - due to the replenishment of the brigade with 4 thousand people, they had to be poured into all units and provided with phased training, for this it was necessary to move again between those who had already served, return to other positions some of those who studied not in their specialty, and send several hundred newly recruited people to training centers from November;
- The staff of the brigade, which was without the command of the brigade, was sent to the front from those who were in the training center of OK "West" at the end of November;
- The staff of the brigade, which Ryumshin, after returning from France, began to make up from available people near Pokrovsk, to perform combat missions in December.
Since the brigade's headquarters were in France, the quality of training of most of the personnel who were at the training center of OK "West" was low. A poorly organized and unmanaged team cannot be trained qualitatively. This is stated by several instructors of the 10th Mountain Assault Brigade, whom OK "West" involved in combat training.
In addition, the quality of training in many specialties, primarily the UAV operator, turned out to be very low. In fact, all the people appointed to the positions of technical specialists were not ready to perform their duties immediately, and needed additional selection and training in combat units to acquire real combat capability. The brigade was able to carry out such training only after entering the battle.
4. Weapons
The brigade's staff is equipped with more than 150 drones, including 137 Mavik-3. The figure is insignificant, considering that the staff provided for 6 UAV platoons in each mechanized and rifle battalions, and a UAV battalion consisting of three companies. But the brigade did not receive ANY drone from the state to perform combat missions. And the fighters could not buy drones, equipment, cars from their own rear salaries from their own funds. Thus, the brigade, fully equipped with infantry, artillery and armored vehicles, did not have drones - the main means of reconnaissance and control in modern warfare, which made it virtually conditionally suitable for combat operations. With the help of volunteers, including my foundation, the brigade was able to deploy no more than 5-6 streams at a time after arriving at the front, the main problem is the lack of trained operators. The brigade received 17 million hryvnias for the purchase of a batch of drones from the Ministry of Defense 10 days after entering the battle.
There were also no electronic warfare equipment, there was no time to equip all combat vehicles with reliable grilles, and there were no gratings themselves. All this was requested from volunteers, the Ministry of Defense did not fulfill any applications for drones and EW. As a result, the brand new Leopard-2A4 tanks and VAB armored vehicles suffered losses during the first attempts to use them on the front from enemy drones. VAB armored vehicles and AMX-10 tanks of the border are not even serviced, because of this, there are many technical problems.
The division of the newest 155 mm self-propelled guns "Caesar", all other brigade artillery and mortarmen did not have time to complete a full course of shooting, and they are already learning to shoot during combat missions. All 120 mm mortar mines produced by the Ministry of Strategicprom, which were issued to the brigade, turned out to be defective. On December 4, during test firing, none of the 10 mines exploded. Mortars could not provide fire support, there was nothing to teach mortarmen.
5. Conclusions
Most of the soldiers of the 155th Mechanized Brigade at the front try to honestly fulfill their duties. But as a result of such a criminal attitude towards the lives of soldiers, the 155th Brigade suffers significant losses from the first days. There are combatants who go to the assault because there is no one else, there are soldiers who fight to the last for every position, and from the first days they do real feats. People learn to be a military part at the cost of loss. And a significant part of those who did not have time to feel unity with the team continue to flee to the SZCH.
Next to the 155th, there are experienced units - the 1st Da Vinci OSH, the 25th Airborne Brigade, and the 68th Jäger Brigade, which have an acute number of people in the infantry, they cannot keep a wide strip because of this, but there are experienced UAV units, headquarters, command personnel who can quickly prepare and make mobilized people combat-reable. But experienced and combat-capable brigades were not given people, they were not allowed to stabilize the front. Because people are given to political projects, such as the 155th Brigade, there are other newly formed brigades in 2024 - the same 14 that President Zelenskyy spoke about. The top political and military leadership of the country actually played with the 155th brigade "Anna Kyivska", without even trying to systematically prepare and train the brigade, and without giving time to the brigade commanders to create a combat-capable team themselves.
The brigade's servicemen became hostages of Zelensky's PR project, which the authorities made no effort to actually implement competently.
Separately, it is worth mentioning the military command, which is now trying to hide the truth and use the SBI case to relieve itself of responsibility.
When sent to the front, the OK "West" and the KSV initially gave an assessment of "unsatisfactory" in the Act of assessing the brigade's capabilities. But someone pressed from above and the generals signed everything, and forced a generally incapacitable brigade to the front, drew it "satisfactory". Colonel Galimskyi from OK "West" without coordination with the brigade command drove people to the front in maximum chaos, not allowing to collect things, without weapons, which greatly confused the normal organization of the process of sending the unit.
Attempts by the command of OK "West" and the command of the ground forces to report to the leadership of the Armed Forces of Ukraine, the Ministry of Defense and the Stavka to falsify the real causes of personnel problems did not lead to an improvement, but to a worsening of the situation. After the withdrawal of the brigade, the commander-in-chief of the Armed Forces of Ukraine, O. Syrskyi, decided to strengthen the combat capability of the 155th Brigade by sending a commission to Pokrovsk, consisting of the commander of the OK "West" Shvedyuk and the chief of staff of the OK Seletsky, who were responsible for its training. Everything is on nerves, on screams, because this is the price of chaos, which our government itself creates.
On December 30, Colonel Seletskyi died of a heart attack while on duty. He was worried about the cause, and therefore, if we want to save people's lives and investigate the case of the 155th, so that this does not happen again, we must ask not from the dead, the released and not from the deceased. And of those lively and cheerful who gave such orders and put forward the following inadequate demands:
President Zelensky, who made unrealistic promises to Macron;
Minister of Defense Umerov, who does not care how combat brigades are prepared and equipped;
Commander-in-Chief of the Armed Forces of Ukraine Syrskyi, who sets tasks in manual mode, but is not able to organize the planned process of preparation and use of reserves;
The command of the ground forces is Pavlyuk, and the commander of the OK "West" is Shvedyuk;
Minister of Strategic Industry Smetanin, who continues to supply defective mines to the front without shame and with impunity, and to use budget funds on the blood of Ukrainian soldiers, whom Smetanin deprives of ammunition.
And also many leaders of OK and CSR, who know everything, see, but sign papers that are required of them, closing their eyes, that soldiers, patriotic and motivated citizens, the best of the best, who see this mess, but do everything possible, go into battle, put their lives in battle, will pay for these fake reports and acts of capacity with their blood.
As a result, people, money and time were spent on the formation of a brigade, which in fact, due to its low combat capability, cannot be used as a brigade. The 155th fights as a dowry by individual units to other units, that is, in fact, it is used by individual marches. The military command only at the front stopped playing this circus, and began to assess the real combat capability. Why did you form if you can't apply for its intended purpose? For your PR and reports? To meet with Macron?
And is it worth it, Mr. Zelensky, Umerov and Syrskyi, the lives of dozens of people who give their lives at Pokrovsky as part of the 155th, because of the elementary mess and poor training, which first of all came from your mistakes in setting tasks, planning and organizing?
Will you give evidence to the investigators of the SBR, how you brought the 155th Brigade to such a state, how you spent huge amounts of money from our allies and Ukrainian citizens, how instead of strengthening the front, you only disrupt the organization and training of reserves?
I hope the time will come, and it is you, the real ones responsible for this case, who will be the first to answer before the law.
I appeal to civil society – please help spread this story to force the authorities to prohibit the formation of new unsecured brigades, stop the authorities' harmful PR projects in the army, and direct all our resources to replenish combat-capable and experienced brigades and battalions.
