Who Is Behind the Mysterious Sale of Qatari Mirage Planes to Indonesia?

Recently, a transfer of 12 Mirage 2000-5 fighter jets from Qatar to Indonesia had begun. These aircrafts, part of the Qatari fleet, were sold following French approval. They prepared for transportation by Defense Conseil International (DCI), a French-owned private company based in Qatatr, and were transported by Antonov 124 cargo planes.
The deal between Qatar and Indonesia was tailored by E-Systems Solutions, a Dubai-based company owned by a French businessman and former French air force officer named Habib Boukharouba. Following his retirement from service, Boukharouba established in Dubai a flourishing business for selling and chartering cargo planes. The company has been operating in the Gulf countries and in Africa for the past ten years.
Boukharouba’s business partner is another businessman and consultant, named Prabowo Subiano, who has close relations with the Indonesian government. Subiano also specializes in electronic warfare.
As for the financial side of the transaction, negotiations were discreetly conducted by a Czech company called Excalibur International, a trade and export company focusing on warfare. Excalibur is a subsidiary company established by Czechoslovak Group (CSG) arms corporation, owned by the Strnad family.

A source within the ministry stated that the contract value is US$734.5 million
MoD:
-The contract (signed last January) includes engines, spare parts, 3 years of support service, pilot and technician training, supporting infrastructure, etc
-The aircraft will be delivered 24 months after the contract becomes effective (2025?)
-Mirage will be assigned to @_TNIAU 1st Sq in West Kalimantan
-Mirage is an interim solution to address the air force's ageing fighter fleet
-The first three Dassault Rafale will arrive in January 2026
-F-15EX procurement is still ongoing (letter of offer & acceptance)
TNIAU
Su-27/30, Hawk 100/200, and F-16 will be repaired/overhauled and upgraded. In consequence, their readiness will drop

Dassault Aviation to assess lifespan extension of Taiwan’s Mirage 2000 fleet
Citat:Taiwan’s Air Force is taking strategic and risk-hedging measures by considering the extension of the service life of its Dassault Mirage 2000 fighter jets. The nation’s Air Force Command Headquarters announced its intention to assess whether nine of these Mirage 2000-5DI twin-seat fighters can continue to serve for another 20 years.
Taiwan procured a fleet of 60 Mirage fighters starting in 1997, and as these aircraft are now entering a later stage of their life cycle, the cost of maintaining and repairing them has escalated, surpassing that of other aircraft in the Air Force’s arsenal.
To evaluate the feasibility of extending their life, Taiwan has enlisted the support of French aircraft manufacturer Dassault Aviation. The assessment process, which has been budgeted at $4.77 million, is expected to be completed by July 2026.
