The service is keen to ensure that the P2E and follow-on P3E phases of development are completed on time by the end of 2018, so that it can withdraw its last three remaining Tornado strike aircraft squadrons in 2018-19. The RAF will not be replacing the Tornado squadrons one-for-one with the F-35 Lightning II stealth fighter, as was once planned.

“By 2019, Typhoon will be filling a lot of roles, including air defense of the UK; offensive and defensive counter-air; stand-off attack; and close air support. That’s a lot of skills for a front-line squadron to master. Typhoon needs to deliver all of that capability in a simple, reliable cockpit,” noted Wg. Cdr. Steven Berry, commanding officer of No. 41 Test and Evaluation Squadron. His pilots have provided feedback to BAE Systems and Eurofighter, before the P2E design is frozen, and ahead of actual weapons integration flight tests. The RAF has named the process of developing the jet into a true multirole aircraft Project Centurion.

P2E includes integration of the MBDA Meteor BVRAAM and Storm Shadow long-range strike missiles. The MBDA Brimstone dual-mode air-surface missile is added in P3E. According to data released by the UK National Audi Office (NAO) last year, these integrations are costing £108 million ($154 million) for the Meteor, representing the UK’s approximately one-third share; £153 million ($218 million) for the Storm Shadow; and £186 million ($265 million) for the Brimstone. The UK must pay the entire cost for integrating the latter two weapons, since none of the other Eurofighter partner nations intend to acquire them.

The cost of adding the new capabilities, and the time taken to do so, is only half that of previous upgrades, said Chris Boardman, managing director of BAE Systems military air and information systems, at a media briefing in mid-2015. According to the NAO, the UK paid £401 million ($572 million) for the previous P1E package that added the Litening II designator, Paveway laser-guided bombs (LGBs) and other enhancements, such as the Striker 2 helmet. It was declared operational in April 2015 and is now in use over Iraq and Syria as part of the UK’s contribution to Operation Inherent Resolve. In P3E, the number of Paveway LGBs that a Typhoon can carry will be increased to six. The maximum Brimstone carriage will be 12. In both cases, the jet will retain full air-to-air capability.

Citat:ROME — Kuwait is expected to sign a deal to buy 28 Eurofighter aircraft on Jan. 31, an Italian Ministry of Defense source has told Defense News.

“Italian Defense Minister Roberta Pinotti has been invited by Kuwait to attend the signing for 28 Eurofighter aircraft on Sunday in Kuwait,” the source said on Wednesday.

Italy, which is one of the four industrial partners on the Eurofighter program alongside the UK, Spain and Germany, has taken the lead in marketing the aircraft to Kuwait.

A memorandum of understanding was first signed by Italy and Kuwait in September, and a final signature on the contract was initially expected by the end of 2015. The Kuwaiti parliament was required to sign off on the funding.

Kuwait has agreed to buy 22 single-seat and six twin-seat Typhoons in a government-to-government agreement. Italian firm Finmeccanica has been handling the industrial side of the sales push.

Industry sources have said the deal, which could be worth up to €8 billion (US $8.7 billion), could see the Kuwaitis become the first export customer for the active electronically scanned array radar being developed for the jet.

The aircraft are expected to be new-build, third tranche, swing-role versions of the fighter, with deliveries starting in 2019 and possibly covering munitions such as the Storm Shadow and Meteor.

An Italian source has said that over 50 percent of the value of the Eurofighter deal in Kuwait would be earned by Finmeccanica, which assembles the aircraft but also provides systems.

Anticipated Kuwaiti Deal for 28 Eurofighters Delayed

Citat:A contract for 28 Eurofighter aircraft that was expected to be signed Sunday by Kuwait has been put off for “procedural” reasons, an Italian Ministry of Defence source said.

Last week, sources in Italy and Kuwait told Defense News that the long-awaited contract, based on a memorandum of understanding signed in September, would be signed on Sunday by Kuwaiti Minister of Defense Khaled al-Jarrah al-Sabah and Italian Minister of Defense Roberta Pinotti.

However, the signing did not take place, and a source in Rome said that it had been held up “by internal procedural problems” in Kuwait and did not say if a new date had been fixed.

Striker II HMD development nears completion

Citat:Development of the BAE Systems Striker II helmet-mounted display (HMD) is due to end in the coming months, following the completion of a flight-test campaign to validate its integrated night vision capability.

A series of night sorties have been conducted since May to test the integration of night vision capability into the display. This will lead to developmental completion of the system “by the end of the second quarter”, the company says.

“We’re just finishing off the last piece, and expect a full system to be ready by the end of the second quarter this year,” says Mark Bowman, chief test pilot at BAE.

Striker II was developed as an alternative system for the Lockheed Martin Joint Strike Fighter, but was subsequently dropped in favour of the original Vision Systems International design. The new digital Striker has been qualified on the Eurofighter Typhoon, but has yet to gain a production contract.

The analogue version, which requires separate night vision goggles, is used by Typhoon operators, but production is due to come to an end in 2016 as BAE fulfils its contracts.

Production of the HMD peaked at 22 units per month in 2015, with an average of 12 per month, but this is expected to fall over 2016.

BAE is confident the Striker II will eventually be adopted, and is looking at new technology that can be incorporated in the meantime, plus incremental upgrades for the current product.

This includes a variety of control methods, including eye tracking, blink control, and medical, sport and neurological technology.

“The company is very forward-leaning in what it is doing,” Bowman says. “There is a lot of investment in future technology. It’s very early days… we’re looking at the possibility of a spiral upgrade programme”.

Bowman says the UK’s Strategic Defence and Security Review, released in November, affirmed the relevance of the Royal Air Force’s Typhoon fleet to 2040, which will lead to either updates to the Strikers being used, or the acquisition of a new design. A sustainment contract for the delivered Strikers is also expected once production completes.

Italy's Finmeccanica says Kuwait jets deal still in place

Citat:A multi-billion-euro contract that Italian defence group Finmeccanica was expected to sign last month with Kuwait for the sale of 28 Eurofighter jets has not been cancelled, a company spokesman said on Friday.

Shares in Finmeccanica closed down 6 percent with traders citing a delay in the signing of the deal. A source close to the matter had said Finmeccanica would sign the contract on Jan. 31.

The 20-year contract is expected to be worth between 7 billion and 8 billion euros, with Finmeccanica's share accounting for roughly half and the rest held by a group of companies in the Eurofighter consortium including planemaker Airbus and Britain's BAE Systems.

Italian Defence Minister Roberta Pinotti dismissed in a statement on Friday rumours about the contract falling through.

She said Kuwait's defence minister had confirmed during a meeting in Rome on Wednesday the "strategic cooperation with Italy based on the EuroFighter project and the will to sign the contract as quickly as possible".

Sources close to the matter told Reuters this week that the parties were still working out details of the accord, such as staff training and logistics support
