P 16: “DOD receives data on ALIS’s availability from Lockheed Martin….but it does not track any other data to assess the performance or maturity of the system based on user requirements.” In other words, DoD depends on Lockheed to know whether ALIS is working, just as it will depend on Lockheed to operate the aircraft.
This is possibly the most worrying aspect of the F-35 program, as Lockheed also owns the rights to the data that ALIS uses to keep the F-35 flying. In other words, Lockheed literally is the legal proprietor of all aspects of the F-35 program. Once the F-35 has replaced all legacy fighters, Lockheed will legally own all aspects of the United States’ only tactical combat aircraft, and thus most of the airpower of the United States.
