Repatriation of the MiGs
A contract totaling more than 20 billion rubles has been entered into for the delivery of the MiG-29 fighters returned by Algeria to Russia's air force.
A source at the defense ministry reported to Vedomosti that this department signed a contract with RSK MiG for the deliver to the Russian air force of 28 "Algerian" MiG-29SMT fighters for a total of more than 20 billion rubles. The manager of one of the manufacturing corporation's enterprises that has been participating in the production of these aircraft also confirmed this information. He added that the question soon will be resolved also about the purchase of the six MiG-29UBT combat training fighters which also are being assembled for the contract canceled with Algeria at the beginning of the year. They refused to comment at RSK MiG.
The contract for the delivery of 34 MiG-29 for a total of 1.28 billion dollars to Algeria was entered into in 2006, but at the beginning of 2008, the Algerian side canceled it, referring to technical problems with the airplanes and the usage in them of old components. The 15 airplanes already delivered were returned to Russia and underwent tests which demonstrated their full suitability, and the air force commander, Anatoliy Zelin, announced the possibility of their purchase.
The cancellation of the contract with Algeria became not only a blow to the image of Russia arms exports, but also drove a huge hole into the finances both of RSK MiG itself (the debts of whom exceeded 40 billion rubles last year), and its suppliers, the manager of one of the supplying enterprises says. Thus, MiG's debt alone to the manufacturer of the engines, the Chernyshev plant, is 3 billion rubles, and the manufacturers of the missiles did not receive the more than 80 million dollars for the weapons already delivered, the manager reported.
Last year MiG became one of the first strategic enterprises to whom the government promised crisis management support, and the contract with the air force has become one of such measures. Paradoxically, thanks to this, Russia's air force for the first time in the last 15 years will receive modern fighters that exceed all fighters it has in service in their performance, the Center for Analysis of Strategies and Technologies expert, Konstantin Makienko, says.
