I suppose in a way a Crosswind might be considered a form of turbulence, but pilots would not necessarily think of them as the same thing. A Crosswind, as seen here is a relatively steady flow of air perpendicular to the direction of travel, which may cause a deviation of the aircraft around the verticle/normal axis. While under good control the aircraft will likely maintain a pretty constant direction of travel, even it this is not entirely relative to the orentation around the normal axis. Turbulence would be more commonly atributed to the rapid and frequent change of direction or speed of airflow, which will seemingly buffet the aircraft around. the aircraft may shake noticeably and rapidly move around all axis.
