A surveillance drone flying over western Afghanistan had gone out of control late last week and may be the one Iran said it had shot down over its own airspace, the International Security Assistance Force (ISAF) has said.

"The UAV to which the Iranians are referring may be a US unarmed reconnaissance aircraft that had been flying a mission over western Afghanistan late last week. The operators of the UAV lost control of the aircraft and had been working to determine its status," an ISAF statement said on Sunday.

The statement was issued in Kabul and released to reporters covering an international conference on Afghanistan in the German city Bonn.

A US official told the Reuters news agency that there is "absolutely no indication" up to this point that the drone that crashed in Iran was shot down.

Iranian media reported on Sunday that its forces had brought down an unmanned US spy plane.

"Iran's military has downed an intruding RQ-170 American drone in eastern Iran," Iran's Arabic-language Al Alam state television network quoted an unnamed source as saying on Sunday.

The state news agency IRNA and the semi-official Fars news agency reported that the plane is now in the possession of Iran's armed forces. The Fars news agency is close to the powerful Revolutionary Guard.

Fars reported that the drone had been brought down through a combined effort by Iran's armed forces, air defence forces and its electronic warfare unit after the plane briefly violated the country's airspace at its eastern border.

The drone "was downed with slight damage. It is now under the control of our forces," Fars reported, quoting an unnamed military source.

The source warned that Iran's armed response would "not be limited to our country's borders" for the "blatant territorial violation".

Al Alam state television network reported the same news on Sunday.

Other 'downed drones'

Trita Parsi, president of the National Iranian American Council, told Al Jazeera that Iran has made similar claims even as recently as July.

"It could be quite feasible but we don’t know yet. What we do know is that in the absence of any diplomatic channels, incidents like this can have tremendous repercussions. Far greater then when there were some de-escalatory mechanisms in place between the United States and Iran."

In January, Iran also announced that its forces had downed two US drones after they violated Iranian-controlled airspace.

It said it would put the aircraft on display to the public, but there has been no indication it ever did so.

In June, Brigadier General Amir-Ali Hajizadeh, the commander of the Guards' aerospace unit, said Iran had shown Russian experts the US drones in its possession.

"Russian experts requested to see these drones and they looked at both the downed drones and the models made by the Guards through reverse engineering," he said.

Hajizadeh did not specify how many US drones were shown nor gave any details of the copies Iran was said to have made of the aircraft.

The US military and the CIA routinely use drones to monitor military activity in the region.

They have also reportedly used them to launch missile strikes in Yemen as well as in Afghanistan and in Pakistan's lawless tribal belt.

Iran holds frequent military drills, primarily to assert an ability to defend against a potential US or Israeli attack on its nuclear facilities.

Iran is locked in a dispute with the US and its allies over Tehran's disputed nuclear programme, which the West believes is aimed at the development of nuclear weapons. Iran denies the accusations, saying its programme is entirely peaceful.

Flying at an altitude of 50,000ft dali se misli na stopa ili metara .

Tehran claims to have brought down with "little damage" an RQ-170 surveillance drone, considered one of the most secret aircraft in the world, flying inside eastern Iran.

The seizure of the unarmed surveillance drone intact would give access to a treasure trove of classified information including the designs of the aircraft and its payload of sensors.

However it was unlikely the drone had escaped a crash or being shot down without significant damage and its sensitive technology was probably rigged with self-destruct mechanisms, experts added.

Suspicion surrounds the claims because Iran has yet to release any footage of the captured drone or its wreckage.

Nato forces confirmed a drone went missing in Afghanistan near the Iranian border last week, though would not say what kind it was.

Huw Williams, an expert on unmanned aircraft at Jane's International Defence Review, said the RQ-170 Sentinel, made by Lockheed Martin, was one of the most secret drone programmes in the world and had reportedly taken part in the operation which killed Osama bin Laden.

The aircraft is designed for intelligence gathering and relaying communications.

If it fell into Iranian hands, engineers could potentially find ways to defeat its stealth technology and take advantage of its sensors and communications equipment.

"If you can figure out the properties of the aircraft and what makes it stealthy, then you can figure out how to spot it more easily," he said.

"If the Iranians have the technology then there could be good opportunities for reverse engineering and getting a good idea of how to track these things." "It's fair to say they are no mugs when it comes to technology.

There's a good chance that they could exploit things especially if the payload is intact and it's carrying things like high-end cameras." Elizabeth Quintana, a senior research fellow at the Royal United Services Institute, said: "If this got into the hands of anyone, let alone the Iranians, this would be quite significant." Even the prospect of its successful capture would probably force the American military to divert money to more research to stay a step ahead of Iran.

"It would certainly force the US to spend money just in case they were able to reverse engineer it," she said.

The aircraft was designed to operate deep inside enemy territory, though, and would almost certainly have self destruct measures to stop secrets falling into enemy hands.

Paul Rolfe, UK director of Unmanned Experts, said: "I would be very surprised if the question hasn't been asked and answered at the highest level: 'What happens if Iran or China or North Korea gets their hands on one of these things?'

The Washington Post has reported that Iran's cyber warfare unit took over the controls of a Lockheed Martin RQ-170 Sentinel stealth drone flying over Eastern Iran and landed it with minimal damage. As of this writing, the U.S. Air Force hasn't yet confirmed or denied the attack. I've left a message with the on-call PA officer at Creech Air Force Base, which is the home of the 432d Wing which flies RQ-170 Sentinels according to this factsheet.

Creech Air Force Base, as you may recall, suffered a malware infection of its Reaper and Predator Ground Control Stations last October. After Noah Shachtman broke the story, the Air Force issued a press release claiming that the malware was a simple "credential stealer" and not a "keylogger", which is a distinction without a difference as I pointed out here. Approximately one and a half months after the Air Force issued that statement, Iran claims to have successfully compromised the flying operations of one of its drones - possibly flown out of the same Air Force base.

Iran's Cyber Warfare Capabilities

Note: The following assessment comes from chapter 16 of the 2nd edition of Inside Cyber Warfare, due out this month:

In 2010 the Iranian Islamic Revolution Guards Corps (IRGC) set up its first official cyber warfare division.Since then, its budget and focus has indicated the intention of growing these cyber warfare capabilities. Education is considered a top priority in the strategy, with increased attention to computer engineering-specific cyber security programs. The IRGC budget on cyber capabilities is estimated to be US$76 million. The IRGC’s cyber warfare capabilities are believed to include the following weapons: compromised counterfeit computer software, wireless data communications jammers, computer viruses and worms, cyber data collection exploitation, computer and network reconnaissance, and embedded Trojan time bombs.

The cyber personnel force is estimated to be 2,400, with an additional 1,200 in reserves or at the militia level. In June 2011 Iran announced that the Khatam al-Anbiya Base, which is tasked with protecting Iranian cyberspace, is now capable to counter any cyber attack from abroad, a claim that will likely be tested soon given the volatile nature of cyberspace. In August 2011 Iran challenged the United States and Israel, stating that they are ready to prove themselves with their cyber warfare capabilities. Should the Iranian cyber army be provoked, Iran would combat these operations with their own “very strong” defensive capabilities.

In my opinion, the U.S. Air Force needs to respond to this claim by the Iranians quickly and authoritatively because its lackluster conduct regarding the initial infection found at Creech makes this claim by Iran more believable, not less.

Iran is in possession of a RQ-170 Sentinel drone that went missing over the Islamic Republic, U.S. military sources told Fox News on Monday.

GOP presidential contender Newt Gingrich said he would “wage real cyber warfare” to bring about a regime change in Iran, and would be “prepared to use military force” to keep Iran from obtaining a nuclear weapon.

Gingrich made the comments in an hourlong interview with the Manchester, N.H., Union Leader’s editorial board on Monday.

“If we get to a point where the military believes that they are truly on the verge of getting a nuclear weapon, I would be prepared to use military force,” Gingrich said.

“I think our goal should be to replace the regime,” he added. “I think if you just take out the plants and the dictatorship stays there, the plants come back.”

The former House Speaker said he would “sadly agree to military action” as a last resort, but would first promote covert activities, including cyber warfare, to bring down the regime.

“We could wage real cyber warfare against Iran and probably be remarkably effective at closing it down,” Gingrich said.

He would also set up a fund to support dissident groups in the country, repeal restrictions on U.S. spies, cut off Iran’s gasoline supply, and “basically wage economic warfare against them until the regime broke.”

“If we get to a point where the military believes that they are truly on the verge of getting a nuclear weapon, I would be prepared to use military force,” Gingrich said. “But I would try to do everything I could to disrupt and break the regime.”
