two negotiation tracks are running at this time. the countries involved are US / Pak / Norway.
1- pak is interested in atleast 36 used norwegian F-16's which are 'excess' in norway.
2- pak is negotiating for atleast 18 new or EDA F-16s from the US.
its a slow process made even slower by the current state of relations between the two countries.

reason [my speculation]
1] spare f16s will be quickly inducted as paf has 30 years experience with it
2] these f16s can be canablized for parts to keep exhisting f16s operational
3] china will not be 'angry' rather happy--- pakistani pilots fly or test fly western fighters which helps in laying down the minimum performance parameters for chinese and pak fighters
paf is flying harriers [uk], eurofighter [saudi arabia], f16 blk60 [uae] , su30mkk [china] , m2k [qatar/uae] , f16 blk52 [paf/tuaf]etc and the input is transferred to the design of jf17 and fc20
4] the specifications required by paf for the fc-20/j10b have gone up from being equal to f16 block60 to rafale eqiuvalent -- we might see modified frontal fuselage of fc20 , just like jft blk2
5] the initial order of 36 fc20 is now increased to 54
200 jft blk2,3 -- 100+f16s blk52 mlu -- 150 fc20
jft blk1 will go to storage or training foreign pilots
we are not destabilizing india -- rather the terrorists in swat are being armed by indian r.a.w agents
india has land disputes / wars with all its neibours

Tajvan ide polako niz vodu. Vazniji su odnosi sa Kinom. Inace ne zavisi linija od Paksitana. UAE Block 60, Irak, jos neke zemlje, mozda neki tenderi u Evropi gde bi bili ponudjeni novi. Zatvarali su oni liniju 2008, pa 2010, pa 2012

Da, Irak je mislim samo odložio naruđbu, a Evropa. Nizozemska mi se čini da joj cena F-35 baš ne paše.
