Na kraju prošle godine raketne jedinice i najugledniji naučnici iz Rusije položili su dva vrlo važna ispita. Prvi put je sa ruske teritorije poletela najveća i najteža raketa "Vojvoda", a zatim je uspešno lansirana najbrža i najpametnija raketa koja postoji na svetu "Topol M". Obe rakete su pogodile maketu na poligonu Kura na dalekoj Kamčatki.
Već ove godine Rusi nameravaju da lasniranjem šest raketa "Vojvoda" koje su inače sposobne da nose po deset atomskih glava zarade oko milion dolara. Te rakete će sa novog mini-kosmodroma u Orenburgskoj oblasti podići u nebesa 40 satelita čiji su vlasnici kompanije iz različitih zemalja.
Prvi probni let "Vojvode" bio je u sredu 22. decembra 2004. Inače, "Vojvoda" se po zapadnoj klasifikaciji naziva "Satana". Do sada su takve, čak i "školske" rakete, lansirane vrlo retko sa Bajkonura u Kazahstanu. "Vojvoda" je zapravo modernizovana, a u mirnodopskoj verziji zove se "Dnjepar".
U Orenburgške oblasti, ima oko sto raketa ali do sada nijedna nije lansirana. Rusija je tu napravila mini-kosmodrom odakle će "Vojvoda" podizati u kosmos ne samo vojne već i civilne satelite i korisni teret.
Rukovodstvo Rusije ne skriva da u Dombarovskoj oblasti imaju 52 raketna kompleksa što im je dovoljno za deset narednih godina. Raketa se puni sa 180 tona visokotoksičnog goriva "heptila". Kad su Rusi zajedno sa Ukrajincima počeli da lansiraju u mirnodopske svrhe "Satanu", koju su nazvali "Dnjepar" jedan od velikih problema je upravo bio padanje ostataka nepotrošenog goriva.
Komandanti ruskih raketnih jedinica ne skrivaju da je čak 80 posto njihovih raketnih kompleksa prošlo garantni rok ali se zahvaljujući dobrom održavanju i iskusnim oficirima oni mogu koristiti. Potencijalni protivnici Rusije najviše strepe od "satana" ili kako Rusi zovu svoje moćne rakte RS-20. Reč je o raketama koje se nalaze u dubokim betonskim "bunarima". Ruski specijalisti su uspeli da produže upotrebu opasnih "satana", najmanje još 15 godina.
Svakodnevno na bojevo dežurstvo stupa više od sedam hiljada ljudi koji rade u 180 vojnih jedinica. General-pukovnik Nikolaj Solovcov komandant raketnih jedinica ruske vojske objašnjava da se u kratkom roku svi kompleksi koji su na bojevom dežurstvom mogu dovesti u stanje za lansiranje raketa. Međutim, posle dogovora najviših rukovodstava Rusije, SAD i Kine sve rakete su u takozvanom nultom stanju. Nisu uperene niti u jedan cilj.
Nedavna Putinova izjava da Rusija ima raketu koja može da zaobiđe bilo koju odbranu protivnika izazvala je veliku pažnju u svetu.
- Mi nemamo razloga da skrivamo svoju moć pa je dobro što je predsednik Putin govorio o našoj "pametnoj raketi" koja može da prevari protivničku odbranu. Ponos naših raketnih jedinica je novi kompleks "Topolj M" koji se nalazi u betonskoj dubokoj jami, ali će uskoro početi i proizvodnja njegove mobilne varijante - kaže general-pukovnik Nikolaj Solvocov. Za one koji ne znaju šta je "Topolj M" objasnićemo da se radi o kombinaciji stare rakete "Skalpel" ili kako je Rusi zovu RS-18 kojoj je dodat atomski blok koji se može kretati nadzvučnom brzinom.
Cilj Rusije je da ima brojčano manje raketne jedinice, ali će one biti opremljene takvim kompleksima koji mogu da izbuše i zaobiđu svaku protivničku odbranu. Ni do sada niko nije sporio kvalitet ruskih raketa, ali su sada njihovi naučnici napravili kvalitetan skok što se tiče vođenja i manevrisanja tog opasnog oružja.
Da Rusi imaju ogromno iskustvo u raketnoj tehnici najbolji je dokaz da su u minulih 45 godina lansirali 5.136 raketa, a od toga je više od trećine bilo u vojne svrhe. O njihovom kvalitetu govori i podatak da je samo osam posto lansiranja bilo neuspešno.
Rusija je mnogo skromnija vojna sila nego nekadašnji SSSR, kada je novu raketnu tehniku dobijalo od 20 do 30 pukova godišnje. U 2004. godini su opremljena samo četiri puka sa savremenim raketama "Topolj M".
PAMETNE I BRZE
POSLE "ispita" na kosmodromu "Pleseck" u Arhangelskoj oblasti najbrža i najpametnija raketa današnjice "Topolj M" (topola) već 2005. godine trebala bi da krene u masovniju prozvodnju.
Topolj M" je dugačak 22,7 metara i težak 47,2 tone. Od toga su bojeve glave teške 1,2 tone. Leti više od deset hiljada kilometara (11104 Km). Tri motora joj daju brzinu koju do sada nije imala ni jedna raketa. Osim toga, onaj najvažniji deo rakete ima desetak pomoćnih motora i uređaje za upravljanje koji omogućuju brzo menjanje putanje i zaobilaženje protivničke odbrane.
Topol M je najmoderniji tip interkontinentalne balističke rakete.

Topolj-M se nalazi u regularnom sastavu Strategijsko-raketnih snaga.
Ruska armija je podeljena na Ratnu Flotilu (Severna flota, BaltičkaFlota, Rečna Flotila i Crnomorska Flota), VVS ili Vojne Vazdušne Snage, Vazdušne snage Ratne Flotile, Kosmička vojska i Raketna armija i Raketna Armija Strategijske Namene).
Kompleks Topolj-M (RS-20) datira sa početka 80-ih godina a sredinom 80-ih je pokrenuta doktrina da se uvedu raketni kompleksi mase 15-20 tona i time dobije na ekonomiji proizvodnje i smanji mogućnost presretanja rakete. Topolj M se radi u dve variante - tri bloka i sedam blokova.
Rakete sa 7 blokova se ispaljuju samo iz podzemnih silosa a one sa 3 mogu da budu i na mobilnim kompleksima. Konstruktor ove druge varijante je Anton Surikov. Obe verzije imaju u sebi usavršeni sistem anti PVO delovanja, i mogućnost bočnog protivraketnog manevrisanja (za sada ne postoji raketni projektil koji može da manevriše bočno).
Dvojno baziranje (Stacionarno-silosi i mobilni sistemi) pre Topolj-M koristio je samo prethodni sistem te generacije, RT-24 (NATO oznaka SS-24 "Scalpel").
Službeno, Topolj-M je ušao u široku upotrebu u Ruskoj Armiji 1992 godine. 1995 godine izašla je i brodska verzija manjeg dometa (do 7.000 km). Raketa može da ponese do 12 bojevih glava ili jednu bojevu glavu kobaltne bombe.
Rusi su, vratili u Belorusiju raketne komplekse Topolj i Topolj-M koje su izvezli saglasno dogovoru SNV-2. Ameri su protestovali pa traže da se rusi pridržavaju SNV-3 dogovora po kojem ne smeju da instaliraju više od 3 bojeve glave na mobilnim raketnim sistemima. Prema ugovoru START od 23 aprila 2005, rusija ima 110 sistema RS-20 (SS-18 "Satan") u upotrebi. Po sporazumu do 2010 ruske strategijsko-raketne snage imaće 10 raketnih diviziona sa oko 300 projektila. Takođe se pominje brojka od 496 projektila baziranih u silosima i to 86 RS-20; 100 RS-18 (SS-19 'Stiletto'); 270 RS-12M Topol (SS-25 'Sickle'); i 40 RS-12M2 Topol-M (SS-27). U 2010 očekuje se i smanjenje za ukupno 40 RS-20; 50 RS-18; 144 RS-12M Topol; i 64 RS-12M2 Topol-M, i 40 RS-12M2 Topol-M (mobilni kompleks).

Sad sam gledao neke intervjue sa Putinom - Nije direktno spominjao rasturanje ameriskog stita, ali ja rekao sledece

Imamo vrlo ozbiljan kompleks (raketni kompleks) koji radi na brzinam vecim od nekoliko maha (rekao je hiperzvuk) i koji menja putanju po "svim osama". Mislim da ovome ne treba nista vise dodavati
Ruske procene su da sa 12 podmornica koje su naoruzane sa ovakvim sistemom mogu da "rasture" americki stit. S obzirom da je rusija vec pocela da uvodi nove podmornice "cetvrte" klase - mislim da se prakticno stit koji nije ni napravljen skoro moze sa sigurnoscu otpisati - Barem sto se tice Rusije. On ce verovatno jako dobro moci da se meri sa raketama koje upravo sada prave Iranci, Korejanci pa i Kinezi
Jos me samo interesuje koje su "gabaritne" razlike usavrsenog topolja u odnosu na starije rakete - Konkretno me interesuje koliko je kompikovano prenaoruzati starije podmornice oim raketama.

A top Russian general said his country would view the planned deployment of U.S. missile defense components in eastern and central Europe as a security threat and take retaliatory measures, according to an article published Tuesday and quoted by AP.
Yevgeny Buzhinsky, the head of the Russian Defense Ministry’s international military cooperation department, urged the United States and its allies to refrain from unilateral action and negotiate with Moscow.
“The deployment of missile defense near the Russian borders could pose a real threat to our deterrent forces,” Buzhinsky said in an article published in the daily Izvestia. “We would view that as an unfriendly gesture on behalf of the United States, some eastern European nations and NATO as a whole. Such actions would require taking adequate retaliatory measures of military and political character.”
Buzhinsky wouldn’t elaborate how exactly Russia could respond to the possible deployment of U.S. missile defense components in such nations as Poland and Czech Republic, but he warned that “a buildup of military potential near the Russian borders wouldn’t strengthen the European security.”
“It’s still not too late to analyze possible negative consequences of unilateral actions in security sphere and try to avert them,” Buzhinsky wrote in the article.
Buzhinsky warned that the deployment of U.S. missile defense components could also make them a desirable target for terrorists. “Advertising missile defense capabilities, the importance of these facilities for the United States and a strong public reaction that can be caused by their destruction would make these sites an attractive target for terror attacks,” he said.
Moscow has opposed U.S. plans to deploy a national missile defense system, dismissing Washington’s assertions that it would be directed against missile threats from rogue states, not Russia. Moscow, however, has said it is eager to cooperate with NATO partners in developing defenses against short-range missiles.

Russia today warned Poland against hosting a U.S. or NATO missile defense site on its territory, reports Interfax. Speaking before the start of Russian Foreign Minister Sergei Lavrov’s official visit to Poland, Foreign Ministry spokesman Mikhail Kamynin was quoted as saying, “We regard negatively U.S. plans to deploy anti-missile defense system in Europe, and we believe that with the possible deployment of the European NATO missile defense system it would have a negative impact on strategic stability, regional security and intergovernmental relations.” Kamynin added that “a new situation like this one will objectively require us to take appropriate measures because we cannot rely in such matters solely on statements that the missile defense systems of the U.S. and NATO in Europe ‘are not aimed’ against Russia.” Kamynin did not say what measures Russia might take in response, but the military chief of staff, Gen. Yuri Baluyevsky, warned in a Polish newspaper last month that “deploying the large-scale U.S. anti-missile shield threatens to spark a new arms race.” U.S. officials have said that the site would be designed to defend Europe against intercontinental-range ballistic missiles launched by rogue states such as Iran or North Korea.
Russia to Conduct Topol Exercises in Mid-October

Interfax reports that the Russian Strategic Missile Troops will conduct major exercises in mid-October. Colonel-General Nikolay Solovtsov, commander of the Strategic Missile Troops, will lead a four-day command-post exercise of the Omsk missile formation, which is armed with SS-25 “Sickle” (RS-12M Topol) and SS-18 “Satan” (RS-20 Voyevoda) intercontinental ballistic missiles. According to a spokesman for the Strategic Missile Troops, regiment subunits will practice the deployment of mobile SS-25 missile systems and perform simulated missile launches. The exercises will involve over 2,000 troops and more than 400 pieces of hardware. In addition, the Barnaul and the Novosibirsk missile formations will conduct an exercise of reserve reconnaissance and security units.
Russia Threatens Eastern Europe With Nuclear Strikes

Russia could use tactical nuclear weapons to defeat U.S. missile defenses in Eastern Europe, reports the Russian daily Izvestiya. The article quotes Major-General Vladimir Belous of the Center of International Security, who stated: “By approaching Russia’s borders, the Americans are seeking to achieve their main objective: intercepting our strategic missiles at the early stage of their trajectory, when they are most vulnerable.” Alexandr Pikayev, a defense analyst at the Russian Academy of Sciences Institute of World Economy and International Relations, went a step further, warning that “security cannot be built in the current world to the detriment of others” and that “the location of defense missiles will necessarily lead to the appearance of programs aimed at them.” He further noted that, “According to our military doctrine, Russia has reserved the right of preventive strikes, including those with the use of tactical nuclear weapons, against the objects that represent a threat to us.”

Congressman Trent Franks (R-AZ), a member of the House Armed Services Committee, yesterday called for robust missile defenses in light of North Korea’s recent nuclear test. “We must learn from Kim Jong Il’s defiance and realize the imminent threat that we face,” the Congressman stated. “We are still without a robust missile defense, our enemies continue searching for ways to destroy our country, and I’m afraid that if a country like Iran acquires these weapons their use would change the face of freedom forever.” Franks pointed out “the fact that much of this could have been handled years ago before North Korea acquired nuclear weapons.” When former President Bill Clinton was faced by the potential of a nuclear North Korea, his administration chose to appease Kim Jong Il with light water reactors and fuel oil shipments. Simultaneously, Clinton vetoed the National Defense Authorization Act for Fiscal Year 1996, which would have required the deployment of a missile defense system capable of defending all 50 states. Clinton at the time had argued that, “by forcing such an unwarranted deployment decision now, the bill would waste tens of billions of dollars and force [the U.S.] to commit prematurely to a specific technological option.” In his remarks yesterday, Franks reminded Americans that “history is a guide for the wise in order to protect our children and our children’s children. Let us learn from the mistakes of the past. We must strive to understand the mission of our enemy and realize the ominous threat they pose to freedom-loving nations.”
Congressman Duncan Hunter Letter to President Calls for Immediate Programmatic Additions to Missile Defenses

Congressman Duncan Hunter (R-CA), Chairman of the House Armed Services Committee, yesterday sent an important letter to President George Bush calling for immediate programmatic additions to U.S. missile defenses. Such systems, he stated, should be “capable of addressing the full range of North Korean missile-based threats to the United States, our deployed forces, and our allies.” First and foremost, the U.S. must “accelerate further the schedule for fielding Aegis ballistic missile defense capabilities,” either solely Standard Missile-3 interceptors or an appropriate combination of both SM-2 and SM-3 interceptors. Second, the U.S. must “maintain an optimal air defense capability on the peninsula” by deploying sufficient numbers of ground-based Patriot Advanced Capability-3 (PAC-3) systems. Third, the U.S. must “accelerate the deployment of intelligence, surveillance, and reconnaissance (ISR) capabilities,” focusing on Northeast Asia. Congressman Hunter offered to serve as an advocate in Congress for any reprogramming requests submitted by the White House to carry out these critical national security objectives.
The Congressman’s recommendations are similar to those put forth by the Independent Working Group in its recent report, Missile Defense, the Space Relationship, and the Twenty-First Century, which strongly advocates the expansion of sea-based missile defenses, as well as the strengthening of missile defense collaboration with vital allies such as Japan.
Japan Orders 16 PAC-3 Missiles from U.S.

Japan has ordered sixteen Patriot Advanced Capability-3 (PAC-3) interceptor missiles from the U.S., reports the October 11 issue of Jane’s Defence Weekly. The Pentagon informed Congress of the planned $144 million deal on September 29. The main supplier would be defense contractor Lockheed Martin. The proposed deal follows a similar notification issued in September 2004 involving the sale to Japan of 20 PAC-3 missiles with associated equipment and services valued at up to $79 million. (Link)

Russia Tests New Maneuvering Warhead on Topol-M; Trajectory Chosen to Avoid Alaskan Radar

Topol-M LaunchOn November 1 Russia conducted a major test of its new maneuverable warhead system and of its Topol-M (RS-12M1) ballistic missile system. The missile was launched from the Kapustin Yar facility in Russia, and traveled a relatively short distance to the Balkhash testing range in Kazakhstan.
An excerpt from Kommersant notes that the launch trajectory was somewhat unique:
A RS-12M1 Topol-M intercontinental missile with the new warhead was tested in Kazakhstan yesterday. The launch from a mobile launcher was the sixth test of the system intended to overcome American antiballistic defenses. This was the first launch to take place not at the Kura testing ground at Plesetsk [sic] in Kamchatka, but at the Kapustin Yar ground, part of the Balkhash complex in Priozersk, Kazakhstan. The change was made began the radar system at Kura is in such poor condition that it would not be able to [monitor] maneuvers the warheads carry out after separating from the intercontinental missiles, while American facilities in Alaska would be able to. In Kazakhstan, the Russians were able to control everything themselves.
Strange Reporting
The reports on this test by major media outlets have, however, been remarkably contradictory. Some sources reported that the test was of the SS-25 Topol rather than the SS-27 Topol-M. Most said the missile was launched from Kapustin Yar; but Interfax quoted Strategic Missile Forces spokesman Colonel Alexander Vovk as saying that the missile was launched from the Plesetsk facility in northern Russia. Others still had initially reported it was launched from Kamchatka. (The Kommersant report quoted above oddly says that Plesetsk is on the far eastern Kamchatka peninsula, rather than in northern Russia.)

Russia's newest rocket test failed - agencies
MOSCOW (Reuters) - Russia's newest intercontinental ballistic rocket, which military sources said was successfully tested on Wednesday, actually fell into the sea several minutes into its flight, Russian agencies quoted the navy as saying.
Navy sources said earlier on Wednesday that the Bulava missile had been launched from a nuclear submarine in the White Sea and flew nearly the length of the giant nation to the Kura military testing site in the Far East.
